School Board Candidate Information
Newfane School District residents will elect two (2) members to the Board of Education, each serving a 3-year term from July 1, 2026 through June 30, 2026.
Candidates are vying for seats currently held by Melinda Bower and Santo Tomasine.
(Names appear in the order in which they were randomly drawn for ballot placement.)
Melinda Bower
I’m running for a second term on the Newfane Central School District Board of Education because the work we’re doing truly matters to me. Over the past three years, I’ve had the opportunity to collaborate with dedicated educators, families, and community members who all share the same goal: providing the best possible education and opportunities for our students.
Together, we’ve made meaningful progress in strengthening school safety, supporting student voices, and improving academic outcomes. I’m proud of that work, and it reflects the values of this community.
I want to keep building on that progress by focusing on student achievement, expanding support where it’s needed, and helping shape a clear plan for the district’s future. It’s also important to me that we stay financially responsible and make decisions that set our district up for long-term success, while continuing to prioritize safety and security for each student.
Beyond the board, I stay active in the community through volunteering and local events. Newfane is a close-knit community, and that connection is a big part of why this role means so much to me.
I’d truly appreciate your support as I seek a second term, and I look forward to continuing to serve this community.
Santo Tomasine
I am proud to announce that I am running for a third term on the Newfane Central School District Board of Education. As a lifelong Newfane resident, serving this community and supporting our schools has been one of the greatest honors of my life.
Over the past six years on the Board, I have worked alongside fellow members and district leadership to make meaningful improvements that benefit our students, staff, and community. Together, we have implemented important security enhancements to better protect our schools, upgraded our athletic facilities to support both our student-athletes and community use, and revitalized our auditorium to better showcase the incredible talents of our performers.
While I am proud of what we have accomplished, I believe there is still important work ahead. I remain committed to striving for continued academic growth across the district and strengthening alignment among our three schools so that every student has access to a consistent, high-quality educational experience.
I also understand the importance of fiscal responsibility. I have supported budgets that balance the needs of our students with respect for our taxpayers, ensuring that we are making thoughtful, sustainable financial decisions for the future of Newfane.
Outside of my role on the Board, I have always believed in being an active member of this community. I have volunteered for numerous local projects and initiatives, and I remain dedicated to doing my part to make Newfane a stronger place for everyone.
Newfane is not just where I live—it is home. I care deeply about our schools and our community, and I would be honored to continue serving on the Board of Education for another term.

Shall the budget of the Newfane Central School District (the “District”), Niagara County, New York, for the fiscal year commencing July 1, 2024 and ending June 30, 2025, in the amount of $40,194,191.00, as presented by the Board of Education, is hereby approved and adopted and the required funds therefore shall be hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in said District to be levied and collected as required by law.

PROPOSITION NUMBER 1 2023-2024 BUDGET
Shall the budget of the Newfane Central School District (the “District”), Niagara County, New York, for the fiscal year commencing July 1, 2023 and ending June 30, 2024, in the amount of $39,792,133, as presented by the Board of Education, is hereby approved and adopted and the required funds therefore shall be hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in said District to be levied and collected as required by law.

PROPOSITION NUMBER 2 ESTABLISHMENT OF A NEW CAPITAL IMPORVEMENTS RESERVE FUND, 2023
RESOLVED, that the Board of Education (the “Board”) of the Newfane Central School District, Niagara County, New York (the “District”) is hereby authorized to establish a capital improvements reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Capital Improvements Reserve Fund, 2023” of the District; that the Fund shall be established for the purpose of financing, in whole or in part, the acquisition, construction, reconstruction, expansion, renovation, alteration and improvement of buildings, facilities, sites and real property by the District, or the District’s share of the cost of any capital improvements project undertaken by a Board of Cooperative Educational Services (“BOCES”) of which the District is (or may become) a component district, including, in all cases, the acquisition of necessary furnishings, equipment, machinery and apparatus; that the ultimate amount of the Fund shall be not greater than $5,000,000 (plus interest earned thereon); that the probable term of the Fund shall be not longer than ten (10) years; and that the permissible sources from which the Board is authorized to appropriate monies to the Fund from time to time shall be (A) budgetary appropriations of the District; (B) unappropriated fund balance of the District; (C) State aid received as reimbursement for expenditures by the District in connection with District capital improvements (whether or not such improvements were financed in whole or in part from the Fund); (D) proceeds from the sale of unneeded real or personal property owned by the District; (E) one or more other reserve funds of the District; and/or (F) such other sources as the Board or the voters of the District may direct from time to time, all as may be permitted by law.
